how would i repair the rungs on a chair (from pier one) that have been chewed to bits by a dog?

I got a phone quote from "Furniture Medic" that was half the price of the new quote when the guy got here. Dummy me bought this dining table/4 chairs off craigslist (I saw it before I bought it) but based my buying decision on the verbal quote from the furniture repair guy. Now I can't afford to get them fixed - $75 per chair! Not! And, there is a nail polish remove accident on the table top. Can I buy new rungs and replace them myself? I don't have the tools to make the rungs myself. It's a simple black finish.
