An alcoholic has to be able to accept the fact that they are indeed an alcoholic.They are often in denial and pretend that they don't have a problem. If they are unwilling to accept that they have a problem, there is not much you can do to convince them otherwise. And they must make the decision themselves to seek help. You can't force an alcoholic to get help if they don't want help or they feel that they don't need it. I think this is often the reason rehab fails. Many of the people there go at the insistance of loved ones or to fulfill a court order due to a DUI or some related crime. If they don't truly want to quit, they probably never will.
