I'd have to say the Cavs or Indians. The Cavs are the worst team ever in the NBA, but they have a young talent. Also, since only five guys play on the floor at once, one player makes a big difference. They'll have one of the top picks in next year's draft. And, likely another top pick the following year. Consequently, it doesn't take a whole lot to turn around a basketball franchise. As for the Indians, teams are much more even than in the NFL and NBA. Any team can win on any night, regardless of how much they pay their players. One team can play compeitively and get hot at the right moment, they can make the playoffs. From there, it's really anybody's game. For this reason, I'm leaning towards the Indians winning the next Cleveland championship.
