I'm assuming that the reason the person you're referring to is refusing to allow his wife to file for bankruptcy is because their income would be too high and would either prevent them from filing for bankruptcy altogether or would require them to restructure their debt rather than just liquidating it.
While the perception might be that it's better to work and pay off your debt rather than filing for bankruptcy, it's important to remember that sometimes people end up with tremendous amounts of debt, that they feasibly cannot pay off in their lifetimes, because of something unexpected, like millions in uncovered medical bills.
Bankruptcy gives people a chance to start over. Sometimes the do over is needed because they made bad decisions. Sometimes the do over is needed because they had really bad luck.
