Good question. This is a very complex questions. You will need to consider various things such as type of trading (ETF, stock,option), commission fees, IRA fees, inactivity fee and more.
About etrade, Etrade might not be my first choice for IRA. It has one of the highest commission fee for trading ($9.99 per trade). There is also a hidden inactivity fees of $25 per quarter after 12 months (if you don't meet certain criteria).
My first choice is probably OptionsHouse. It doesn't charge any IRA fees. IRA Closing fee is only $20. Its research resource is not the best, but I wouldn't worry about this if you have other resources to tap to such as other brokerage or online news etc.
However if you trade only ETF, please consider several free commission ETF companies such as Fidelity, Schwab, Vanguard.
