An Italian minister has called for surgical castration of rapists following a series of violent sex crimes - mainly committed by immigrants - that have shocked the country.

Minister Roberto Calderoli, of the Northern League party, a member of the ruling centre right coalition, called for the punishment after three violent rapes were committed over the weekend. In all cases the attackers were foreigners.

In the first on St Valentine's Day in Rome, a 14-year-old girl was targeted and her boyfriend seriously beaten by two Romanians.

Less than 24 hours later a 21-year-old woman was raped in Milan by a North African, while in Bologna a Tunisian was held for a sex attack on a 15-year-old girl.

Calderoli, the Minister for Simplification of Laws, said: 'When the victim is 14-years-old sometimes I think that chemical castration is insufficient.

'When someone rapes a child there can be nothing else but surgical castration. Faced with such cases you cannot talk about rehabilitation. Society has to defend itself.'

Calderoli made his comments in an interview with La Stampa newspaper, echoing a similar call made by the Northern League in 2005.

Great Britain's home Office claim a new way to bring down the growing number of sex crimes in the country. Sex offenders and pedophiles will have a choice of “chemical castration” a drug treatment that will help them lower their libido. Although not being new in the United Kingdom, the government plans to increase the provision. Completely voluntary chemical castration will be their decision. The treatment also may often replace a punishment for criminals. I assume they mean in place of having any sentencing.

Somehow to me this would only be fair with a physical castration. Whack! It's over! Maybe. Even that does not always prevent possibility of rape.

In Russia recently also the issue of child abuse has become a very big issue, with a sudden occurrence of sex crimes against children in recent years, but they have no plans to try a practice of chemical castration as of yet.

Drug treatment for pedophiles has shown to be successful in many European countries and many of our states in America. The number of repeated crimes based on sexual motives was reduced by almost 50 percent it is claimed; but that is not what I am reading and finding in research on my own.

Pedophiles and rapists in Great Britain, will be offered injections of leuproreline, a medication that restrains the deed of men's sexual hormones. After the terrible incident in 2000, when pedophile Roy Whiting murdered eight-year-old school girl Sarah Payne the anti-pedophile campaign was set up in England, being about 110,000 pedophiles in Great Britain.

Castration benefits

Castrated people are automatically sterile. Without them they are infertile. The voice does not change. Some report mood changes, such as depression or a more tranquil outlook on life. Body strength and muscle mass can be less than normal. Castration does away with the risk of testicular cancer, and could reduce prostate cancer.

"The bodies of two teenage Indian girls who had been gang-raped were found hanging from a mango tree on [May 28] in a village in the northern state of Uttar Pradesh."

This report is the latest in a succession of recent news of repeated gang rapes in India that has brought to global attention to this heinous crime.

India is not the only country in which this horrid crime takes place. According to one report based on UN statistics, the United States in fact leads by a very wide margin the ten countries in which the highest number of rapes are reported, with 80,000 cases of rape in 2010, followed by India (10,000), UK, Mexico, Germany, Sweden, Russia, Thailand, Columbia and Belgium.

The same report warns that the actual numbers might be much higher: "The United States had more than 80,000 cases of rape reported to the police from 2004 to 2010, according to UN data. But the US Justice Department estimates 300,000 American women are raped every year, and the Centers for Disease Control puts the number much higher at 1.3 million."

The question of un- or under-reported cases of rape is of course always possible. Since a certain degree of shame and even taboo is associated with this crime it is quite possible that victims of rape or other kinds of sexual assaults might be reluctant to report it in countries that show a lower or no official number...

At least one state, Florida, allows sentenced prisoners to choose surgical castration in lieu of prison time. In another case , "A Houston man charged with sexually assaulting a 13-year-old girl won judicial approval ... to undergo surgical castration. The decision would allow him to avoid a prison sentence."

Other states are following suit: "Chemical castration may be required of repeat molesters in California, Florida, Georgia, Iowa, Louisiana, Montana, Oregon, Texas and Wisconsin. Only Texas and Louisiana offer the option of cutting out the testes, where 95 percent of testosterone is produced."

Repeat rapist let go

Wayne Dumond was convicted in 1984 of raping a teenaged girl who was a distant cousin of Bill Clinton, then governor of Arkansas. While out on bail and awaiting trial, Dumond claimed men in black ski masks broke into his home and forcibly castrated him. The authorities claimed Dumond cut off his own testicles in an attempt to curry favor with the jury. He was sentenced to life in prison, and his testicles ended up in a jar on the desk of a controversial Arkansas sheriff.

Some states do have castration

It seems from studies so far no one is putting much information out to let us know how studies have gone recently. I certainly would hope this will not be used to prevent sentencing, as it is hinted at more than once, especially with the chemical use or injections I assume would be a continual process at least for a long period of time. Here again as I read and study I get the feeling these people are more concerned for the perpetrator than the victims. If they lost 100,000 registered offenders already as it is said they have, do they think these they let free, saying come get your shots are going to hang around? These people deserve no special thought, pray for them if you want to, that they will repent before they meet their maker.

Men who are HIV positive or have Aids rape little girls in hopes of ridding them of this disease! Someone should immediately educate these idiots if it is even true. Sounds a good excuse to me in countries where men rule. A ten year old would surely have more sense than this. I can't imagine what would bring it to mind except for an excuse that makes it look OK to their countries or their gods. I would not think we are talking America here, but nothing surprises me anymore.

Chemical castration taunted for Kenya rapists

A rapists should be castrated. And you can't compare that at all to a pickpocket having his hands cut off...they're completely different things. Does having your money stolen from your pocket completely ruin your life? I would say not. ... No, rapists are twisted, perverted people who deserve to be castrated...if not death. They violate another human being and although no one deserves that there can be absolutely no argument when it comes to child rape or molestation, it should be automatic physical castration if there is DNA proof, because they certainly can't claim it was consensual in any way!

      We have discussed this before on one of your other excellent hubs. The thing I have learned from attending a law enforcement seminar...pedophiles are never "cured" by psychology. This means that once they serve their time in prison or mental hospital, they will be back to prey on children once again. The only other solution (other than execution) is castration. But, I guarantee you that some group (ACLU?) would be screaming about "pedophile rights." That is disgusting to even contemplate. But, I'm relatively sure it would happen.

      Oh yes I am already reading some of that, and they never look at those innocent little babies even knowing how many more that one guy can get to. Thanks for reading. Depressing as it is I will never give up, although I am getting closer to wanting instant execution, the more little victims I see, they dont deserve anything better. We could make it swift, giving them better than they give their victims.

      Thanks again Pollyannalana - our criminal justice system is just that - a system of justice for criminals. Brutal punishment is the only thing that works - because it may work as prevention. These men that harm children know that they will not be harmed by any punishment - they will in fact be treated quite gently.

      We have to keep our eyes open - and look for signs to prevent the crimes. As a teacher I have encouraged parents to drop into the schools whenever. And my mother made sure that we would be totally responsible for raising and watching over our children - this was not a job you turned over to a nanny, daycare center etc. who are in fact filled with strangers. Unfortunately with women having to work outside the home before, during pregnancy, and after - childraising is turned over to strangers. It also takes her out of the community where she used to be the eyes and ears. Even grandmothers spend most of their lives working for someone else. No one is watching and protecting our children - just strangers.

      Here in Brooklyn, NYC - the playgrounds were filled with lone men sitting on benches watching children. Mothers complained. Signs went up stating that men were not permitted unless they were escorted by children. Men complained - their civil rights were being violated (huh? a playground is for children, isn't it?) - so mothers did not give up but the signs were changed to read that 'No adult...' - it could not read "Men..." - another problem we have in this society - we will not say it is men who are overwhelmingly doing this - some euphemism must be used. Case in point: It went from 'wife/girlfriend battering' to 'domestic violence.' Takes the onus off men who are overwhelming raping, murdering women.

      Some excellent points and what always gets me with those who defends these disgusting people is they never consider the lives they destroy - where are their rights. I wonder what would happen to the defenders opinions if they had a crime so vile perpetrated on them or a son or daughter?

      BKCreative>This is horrible, all the law seems to want to do is protect these perverts! It makes no sense and knowing every couple of minutes a child is being snatched away, you would think this would be number one on parent's minds. I am sure this was a problem when I had children too, but living in a pretty good and safe part of the world they probably had no chance of being kidnapped but don't think I ever let them out of my sight, my whole family talked about how overprotective I was and why that would bother anyone I have no idea but mothers today would do well to chain them to their belts! My thoughts on the law is they must be so uncaring because they are crooked too, as I said in one of my hubs I had a like 2nd or 3rd cousin come out of prison in California and become a policeman,he said many did, it gave them a good living and no one else wanted the jobs.That may be something I look into next. There are many things to look into and although I must get away from it some it never leaves my mind and I do feel for the women too but those sweet little babies just breaks my heart and why would they have to murder them, the ones that don't know them especially? I am quickly leaning toward a death sentence if it could be swift and not let them sit in jail until it is old news and no one cares, or so it seems.

      Interesting hub. I was a little confused when you spoke about what happens when a pre-teen is castrated. Did I read that right?

      I think it should be mandatory that all sex offenders either be castrated, with the knife, or death. The devastation they leave behind is unbelievable and it can take years of torment to heal. I am with billyaustindillon, where were the vicitms rights? What pedophiles do to their victims is inhumane, not castration. And castration should not void prosecution and incarceration. Thanks for an informative hub.

      I think you are speaking of what I repeated from research which made no sense to me either, I probably should just remove that because surely there would be few teens considered for this but then again, sex does start at early ages, even births as young as nine isn't it? I really don't know how many teen rapists are out there. Was Bundy one? Perhaps so, in which case many may have lived had he been caught then and castrated.

      I think judges are who we should be looking at and questioning, and our judicial system that gives criminals more rights. Once they are found DNA guilty, they should have no rights.
