People fears of getting arrested for using freedom of speech

Freedom of speech is our freedom to talk about almost anything without being arrested or fact there is a law that protects people under human rights that lets anyone speak as they will. There is many countries in the world that wont tolerate free speech has they dont like people to know the truth I could name a few but maybe not. You now who the worst offenders are without me naming names. There you go there's a typical example me not mentioning any countries even though I have a right. The reason behind not using freedom of speech is fear and this fear stops people from saying what they want to say. One of the worst offenders for freedom of speech is china arresting people on the spot for speaking there mind. In the UK the authorities are very confused about this subject and dont know how to approach the subject. For instance if I was to say "God is not real" obviously that would make me an atheist but I have the right to spread that message without being frowned upon although a few might have something to say but there again that's there freedom. It is not against the law to make a statement in the public or cam-cord out in the public.... I mean can you imagine it all the CCTV cameras watching us and we cant even record in public.The freedom of speech can be found here. Article 19 of the International Covenant on Civil and Political Rights, Article 10 of the European Convention on Human Rights, Article 13 of the American Convention on Human Rights and Article 9 of the African Charter on Human and Peoples' Rights.
