Those Living Under The Radar, How Should We Deal Differently With The Homeless?

Homeless on The Streets, and In Urban Woods

I am living in Raleigh, North Carolina, a decently sized city, full of a variety of people. In larger cities like Raleigh, homeless seem to rise in number.

Throughout my last week, I have had 2 individuals come directly up to me asking for money or food. One of them claimed that God would bless me for helping him, given that day was a Sunday. The other, approached me from behind a bush, and was somewhat aggressive in the way he asked for money, as he blocked my path completely. Their behavior was somewhat of a nuisance, but I wanted to help them.

I do not think giving to them on the streets is actually the best choice for society as a whole though. These people are very often mentally impaired, and cannot contribute to society in the way more intelligent people can. That being said, I think government should employ these people. Instead of adding to the problems of our society, they can have beneficial community service jobs.

Wouldn't it be great to see everyone contributing to society's well-being? What ideas do you have? How can we make a working program to collect and help these people? Is it fair to put tax money into fixing these peoples' lives?
