Commentary on the UGC Pay Review as per the PRC Recommendations

Cabinet has approved pay package for university teachers. A pay hike that will result in 22-28% increase in salaries is approved. Approved pay package would be applicable from January 1, 2016 and pay of an Assit. Professor would jump by 10,396 with a GP of 6000 while that of an Assoc. Professor by Rs. 24000.

Approved pay package is similar to what was leaked few months back to media and a snapshot of same is available below in this blog.Pay hike is as follows.

1. Assistant Professor (GP 6000): Rs. 10396/- ; 2. Assistant Professor (GP 7000):Rs. 12420/- ; 3.Associate Professor (GP 9000):Rs. 23652/- ; 4. Professor (GP 10000): Rs. 28130/- ; 5. Vice Chancellor : Rs. 49800/-

UGC has cleared the report submitted by the Pay Revision Committee constituted to review pay and other service conditions on June 9, 2016 under the chairmanship of Professor Chauhan. PRC was asked to submit its report to HRD ministry within six months from the date of its formation. Committee has recommended a 20 percent hike in the salaries of university and college teachers.Salient features of the recommendations are listed below.

  • New salaries should be paid with retrospective effect from January 2016
  • A multiplication factor of 2.72 will be applied to the basic salary and AGP for pay fixation
  • A performance linked promotion system has been suggested with emphasis on research
  • There is no change in the retirement age

Since 7th CPC has abolished pay band and grade pay and subsumed grade pay in pay scales using different fitment factors.Recommendations of 7th CPC appears genuine to a great extent but should be looked into seriously if anomaly exists there in the pay scales of teachers. What was expected from the UGC pay review was clear to a great extent and it would be discussed below point wise in the light of 7th CPC recommendations.

Structure of revised UGC pay package (5th CPC to 6th CPC)

1. Group A Entry Level posts including Assistant Professor, Assistant Librarian, College Librarian, Assistant Director of Physical Education and College Director of Physical Education were revised from Rs 8000-13500 (pre-revised V SCPC scale) to Rs 15600-39100 with Rs 6000 AGP.

2. Group A - One Level Up Posts including Assistant Professor, formerly Lecturer (Senior Scale), Assistant Librarian (SS), College Librarian (SS)/Assistant Director of Ph. Education (SS), College Director (PHE, SS) place in the V CPC in the pre-revised pay scale of Rs 10,000-15200 were placed in the revised pay scale of Rs 15600-39100 in the AGP of Rs 7000.

3. Group A - Two Level Up Posts comprising readers and lecturers (SG)/DY DPE/Assist. DPE (SPG) with less than 3 years of service placed in the pre-revised 5th CPC of Rs 12000-18300/- were placed in the 6th CPC revised scale of Rs 15600-39100 in the AGP of Rs 8000.

4. Group A -Three Level Up Posts comprising readers and lecturers (SG)/DY DPE/Assist. DPE (SPG) with less than 3 years of service placed in the pre-revised 5th CPC of Rs 12000-18300/- were placed in the 6th CPC revised scale of Rs 37400-67000 in the AGP of Rs 9000.

5. Professors/Principals of PG Colleges/Librarians (Universities)/Director of PHE & registrars: These incumbants were placed in 16400-22400 in the 5th CPC pre-revised scales and were placed in Pay Band IV (Rs 37400-67000) with AGP of Rs 10000.


How many of the teachers called Associate Professors (without a Ph.D.) were awarded with 2 increments after acquiring Ph.D. as in-service candidates?

Committee composed by UGC was assumed to look into pay disparity and other working conditions should also take an actual assessment of the situation. It has supposed to see the standing of the college and university and its ranking among the national and international universities. Facilities in the name of infrastructure, laboratories and financial capabilities needed to be graded before assessing its staff for career assessment. However, the performance based promotion system suggested by the PRC has again laid stress on research but without any attention to existing infrastructural and basic requirements for high quality research.

There are several funny criteria for assessing the teachers during the CAS (Career Advancement Scheme) like publication of research papers in good impact journals. If you assess a Delhi University teacher against the teacher from a small city where instruments, chemicals and lab facilities are non-existent, can you expect same performance from both the teachers? If there are post graduate students in a college and each teacher is guiding five to six M.Sc. or Ph.D. students, is it possible for a teacher or researcher from a small town or college to produce students and research papers at par with the former?

What has been overlooked in case of Associate Professors while assessing them in their CAS was the period for which they were assessed. CAS was implemented from 2009 and assessment process began in 2012. How you can lay the criterion retrospectively? There were thousands of Associate professors who were stagnated in the same pay band since 2006 or even from an earlier date but they were assessed for three years periods beginning 2009. It simply mean that their earlier work (prior to 2009) was in vein and publications done prior to 2009 were worthless even if these were made in top class journals.

Other point that needs to be brought to the notice of Pay Review Committee is related to changes made in grade pay (though GP is not relevant for 7th CPC). Changing grade pay for university teachers did not bring any benefit to teachers. Grade pay of Rs 8700/- in 6th CPC was changed to Rs 9000/- for teachers but benefits associated with it were restricted to GP of Rs 8700/-. In fact it made things more ambiguous than using the same GP of 6th CPC. Let's hope, all these blunders do not recur while implementing 7th CPC for university staff.

      What has emerged from the media reports suggest that teachers in IITs and IIMs etc. would have higher pay scales than university teachers as earlier. Multiplication/fitment factor is 2.67 for Assist. & Associate Professors and 2.72 for Professors.

      Initial pay for new entrants is multiplied by 2.67 below the rank of professor and 2.72 for professor onward. Normal multiplication factor is 2.57 for all.

      At least the following information given by the the crusador is wrong and baseless.

      Associate professor

      CPC- Rs 1,07,748

      Seventh CPC entry pay- Rs 1,31,400

      Increase- 22 per cent

      Grade pay- Rs 9,000

      The minimum basic starting pay of an associate professor is Rs. 46400 (including AGP Rs. 9000) according to 6th CPC. Multiplying by any factor 2.67 or 2.72 in 7th CPC, it can not reach to 131400. This is totally misleading .

      It's 2.57 for all existing professors at an appropriate matrix. Only the first stage (entry pay) is multiply by so called 2.72. This will keep uniformity among all govt. Employee.

      Business Today Report: Tamil Nadu state Cabinet consented to implement recommendations under the 7th Pay Commission for around 10 lakh of its state government personnel and teachers today. The salaries of government employees will increase by 20 per cent after this decision.

      New Delhi: A pay hike for over 7.58 lakh teachers in central and state universities has been cleared by the Union Cabinet, Education Minister Prakash Javadekar announced on Wednesday. He said the decision was an attempt to do justice to faculty members at the country's higher education institutions and attract good talent.

      Mr Javadekar said the pay hike cleared by the cabinet was in the range of 22 to 28 per cent, depending on the seniority of the faculty members. In money terms, teachers can expect their salary to go up by anything between Rs 10,000 to Rs 50,000.

      The new salaries will be effective 1 January 2016, quite like the pay hikes central government employees had received on the recommendation of the Seventh Central Pay Commission.

      The announcement will benefit the faculty at 43 central universities, 329 state universities, besides 12,912 government and private aided colleges affiliated to state universities.

      The revised pay package will also be extended to teachers at 119 centrally-funded technical institutions such as Indian Institute of Technology (IIT), Indian Institute of Management (IIM), Indian Institute of Science (IISc), National Institute of Industrial Engineering (NITIE) and IIITs.

      "We need to attract talent and give good salaries to our teaching staff and to retain them," Mr Javadekar told reporters after the meeting of the Union Cabinet chaired by Prime Minister Narendra Modi.

      The minister said the faculty at central government's institutes and universities will get the benefit immediately but teachers at higher education institutions run by the states may have to wait a bit longer.

      "For the State government funded institutions, the revised pay scales will require adoption by the respective State Governments," an official statement issued by the centre said

      The Union Cabinet chaired by the Prime Minister Narendra Modi has given its approval for revision of pay scales for about 8 lakh teachers and other equivalent academic staff in higher educational institutions under the purview of the University Grants Commission (UGC) and in Centrally Funded Technical Institutions, following implementation of the recommendations of the 7th Central Pay Commission for Central Government employees.

      The decision will benefit 7.58 lakh teachers and equivalent academic staff in the 106 Universities / Colleges which are funded by the UGC/MHRD and also 329 Universities which are funded by State Governments and 12,912 Govt. and private aided colleges affiliated to State Public Universities.

      In addition, the revised pay package will cover teachers of 119 Centrally Funded Technical Institutions viz. IITs, IISc, IIMs, IISERs, IIITs, NITIE. etc.

      The approved pay scales would be applicable from 1.1.2016. The annual Central financial liability on account of this measure would be about Rs. 9,800 crore.

      The implementation of this pay revision will enhance the teachers' pay in the range of Rs. 10,400 and Rs. 49,800 as against the extant entry pay due to the implementation of the 6th Central Pay Commission for the pay of teachers. This revision would register an entry pay growth in the range of 22% to 28 %.

      For the State Govt. funded institutions, the revised pay scales will require adoption by the respective State Governments. The Central Government will bear the additional burden of the States on account of revision of pay scales. The measures proposed in the revised pay structure are expected to improve quality of higher education and also attract and retain talent.

      It would be prudent on the part of the MHRD to get the approval of the CABINET for the revision of pay of University and College teachers as recommended by the UGC committee before the end of October, 2017 so as to avoid the non-cooperative movement proposed by the National Federation of University and college teachers during the second week of November.

      Any further delay would result in the pensioners in advanced age not being able to reap the benefit before their last breath.

      Union govt has been following delay techniques for 7th pay commission to college teacher. Now around mid October election commission going to announce election of 3-4 states. So code of conduct will be implemented . Than it will delayed to Feb 18. we should support to our Union. Govt knows that teacher would not harm to govt and has little inpact on voting.

      So they are not implementing. Eduction is the one of the least focussed area.

      Dear Friends, The AIFUCTO leadership has given us a detailed account (Ref: Union website) of its efforts to persuade the otherwise indifferent Central Govt. But the delay tactics/ unconcerned nature of Govt. officials is not to be attributed to our Union leaders, they did well, they are doing everything to get 7th PRC approval in Cabinet. However any force in India could 'Counter' such -- Intentional, calculated indifference - towards 2016 UGC pay scales by Govt, except we wait eagerly for weekly cabinet meetings' outcome . We have to support the efforts of our Union Leaders & applaud the schematic effort of our Union, in inviting HRD Minister as Chief Guest to Shirdi Conference in December, where we could as well positively expect "A Promise" from the most honored Minister, which set the UGC 2016 Pay Revision ball rolling, in the following weeks. Really Happy New Year 2018 to fellow UGC scale teachers.

      I was direct recruited as Asso.Prof. in 1985 possessing M.Tech. & my basic pay was under stagnation for continuous 7 years at 18300. I could not fit myself for MPS/CAS in my university due to not holding Ph.D. & not even get any kind of promotion like increasing GP from 9000 to 10000 as the rule in ICAR exists for at least one promotion in full service span period. I joined as Assoc. Prof. in 1985 & will retire as Assoc. Prof. in 2018.Is there any lacuna left for implementing 6th.UGC considering such type of cases. Again my basic crosses 67000+ and stagnated in July 2017. How to satisfy my self for framed rules by 6th./7th. UGC promotion policy and financial crunches. Reply awaited from well wishers please.       Now the government has one more excuse to delay the pay revision. That is the decision on revision of the fitment factor to 3. so there is no hope of getting the revised pay any time soon.

      @prof chidambaram.....AIFUCTO has already written to the PM around 25th Aug. Since june, they have met the HRD ministers twice. Last time they met the HRD minister on 5th sept. Everytime the minister says 7th pay will happen "SOON". Hence all the top people in the govt know about this issue. And the way AIFUCTO leadership is organising cosmetic protests, like wearing black badge, march to parliament, court arrest ( which was nothing but a get together meeting) etc, the only thing teachers can do is just wait for govt to give 7th pay as and when it desires and just pray to god in the meantime. The only kind of protest that will now work is a call for indefinite srtike, nothing else.

      I concur with the views expressed by Retd: Principal Babu Rao and urge upon the NATIONAL UNIVERSITY AND COLLEGE TEACHERS' UNION to appeal to the Hon"ble

      Prime Minister Shree Narendra Modiji to ponder over this prolonged issue dispassionately and render justice to the just demands of the University and College teachers by according approval of the Cabinet for the recommendations made by the UGC committee set up for revising the pay structure by the HRD Ministry brooking no more delay in the matter.

      Yes, Prof PKC our country wide UGC teachers' discontentment should be brought to the notice of PM & HRD minister . Who will bring it to their notice, for our own sake, it's our duty to transmit our displeasure for this inordinate delay in implementing New UGC scales, by sending en mass Emails to the most honoured PM,which shall at least draw the attention of the PM Peshi. So National Teacher Union should immediately prepare a 4 line strongly worded Plea and ask all the members across the country to act at once accordingly.

      So far, the comments on the implementation of VII revised pay pattern for University and College teachers would have exceeded several thousands. In spite of it, the HRD Ministry is yet to announce the steps initiated by it in announcing the revised pay structure for the enlightened community who is responsible for shaping the students. Because of the inordinate delay in deciding the issue , the teaching community would feel obsessed about the inaction of the Ministry. Are the comments brought to the notice of the Hon'ble HRD Minister and Hon'ble Prime Minister ?

      It seems it was a get together of friends at new delhi on 5th sept and not some court arrest activity. Teachers came......gave some slogans.....and then went back home. A few articles on some news papers and websites and thats it. I think the HRD minister and HRD officers must be smiling at these kinds of protests. They will be welcoming hundreds of such protest where they can smile at the protesters and simply ignore them.

      There was no media coverage of the protest at jantar mantar yesterday. I could not find any news channel covering the protest. Friends forget the pay commission. This not going to happen unless stronger protests are carried out and debates are initiated on the TV channels.

      To all of my colleagues, teaching and non teaching alike. I see a lot of people questioning about PRC for non teaching, librarians, ad-hoc teachers, permanent teachers etc. But friends, I also would want to ask you all to ponder on a bigger question, will the concept of public universities survive the test of time l. The test we are put through the present government. I doubt if the answer would be affirmative. As the government is trying to create a divide. College teachers vs University teachers, central University teachers vs state University teachers. Let's not give into these tricks. Together we stand united...divided we fall apart. I request all employees of universities, teaching, library staff and non teaching staff to strengthen the hands of duta, fedcuta, jnuta, AIFUCTO in maximum possible numbers tomorrow at jantar mantar. After all, everyone is a victim of the system. Please understand this is not a fight for teachers only. Each University employee is affected, irrespective of his or her teaching or non teaching status

      (b) Penalties for faculty, staff, researcher of HEI

      (i) Level 1: Similarities above 10 o/o to 4o% - Shall be asked to withdraw manuscript submitted for publication and shall not be allowed to publish any work for a minimum period of one year.

      (ii) Level 2: Similarities above 40 o/o to 60 % - shall be asked to withdraw manuscript submitted for publication and shall not be allowed to publish any work for a minimum period of 2 years and shall be declined a right to one annual increment and shall not be allowed to be a supervisor to any UG, PG, Master's, M'Phil., Ph.D' student/scholar for a period of two years.

      (iii) Level 3: Similarities above 600/o - shall be asked to withdraw manuscript submitted for publication and shall not be allowed to publish any work for a minimum period of three years and shall be denied a right to two successive annual increments and shall not be allowed to be a supervisor to any UG, pG, Master's, M.phil., ph.D. student/scholar for a period of three years.

      Note 1: Enhanced penalty on repeated plagiarism - shall be punished for the plagiarism of one level higher than the lower level committed by him/her. In case where plagiarism of highest level is committed then the punishment for the same shall be operative. In case level 3 offence is repeated then the concerned person shall be dismissed.

      Note 2: Penalty in case where the benefit or credit has already been obtained -If plagiarism is proved on a date later than the date of benefit or credit obtained as the case may be then his/her benefit or credit shall be put in abeyance for a period decided by the AMP and PDA on recommendation of the AMP.

      Note 3: If there is any complaint of plagiarism against the Head of an HEI, a suitable action, in line with these regulations, will be taken by the Competent Authority/Governing Board/Governing Council as the title may be.

      As a organization AIFUCTO/other teacher organizations failed to put any impact on the Govt. The leaders of so called organizations must now take every responsibility for this failure and quite from their present posts. They being so called leaders enjoy a lot of facilities but when required failed to even organize a kind of protest which may have an impact on the cabinet.
