Water Canal's in Hosur ( a sleeping giant in Industry and agriculture ) and Punjab.
Road and water canal on right side of the picture for farmers are both in a big mess.
Where is Water in the canal by the road side on left ?..
We see the canal fully filled with wild plants grown and there is no water.I asked a farmer why there is no water in the canal he said it is not there because they are not opening the gates at the dam site for the water to flow.I asked the farmer when you are growing vegetables continuously year round why don't they supply water continuously he said I do not know why but I was told that the President who is in-charge of management of the canal had written to the Dam authorities to stop water flow.The State of Tamil Nadu had the distinction of being called Rice Bowl of India.However that name is no longer the prime concern of our present politicians.
The Dept of Public Works managed by Bureaucrats who manage more than 80 dams and reservoirs. out of which more than 30 Dams generate Power and their water reach reservoirs. These dams and reservoirs have got their own system canals and tanks. The State has got about 40,000 tanks out of which around 10,000 tanks are owned by Public Works Department. Out of 10,000 tanks, about 5,000 tanks are system tanks fed by Reverie channel flows. The rest 5,000 tanks are rain fed tanks. The State has got a main channel length of about 10,000 K.M. and more. These assets are the source for irrigating a total extent of about 70,00,000 acres. Ground water wells used for irrigation purposes only are over 17,00,000 Nos but this would be much more on account of free bore well digging by many farmers who run their bore well not only for irrigation but also supply water for many other uses like domestic use, brick making in rural area,cement bricks and many hotels who take water in tanks. A water tank which holds 6,000 liters of water costs Rs.200/- and hundreds of water tanks daily supply for these utilities and earn lot of money paying no tax or have any license fee.Many such tanks belong to highly influential politicians and rich persons. While this being the case of those very lucky people the State Govt has very old system of water management by very old dept of public works which works as per directions of politicians rather than the procedure that is described by the dept itself.The canals that feed the villages is not maintained by the dept but left to the local authorities who take work of farmers to just clean so that the water can flow and neglect the very structure of the canal making water drain under as it flows.The water management in India is extremely miss managed and due care by authorities is the need of the hour to maintain the ground water resources.

Man Made Canals.
All canals are made for various utilities mainly for our agriculture and they are also used for transport in such state as Kerala.We can see tourists going in House Boats in Kerala a state which has 100% of its people read News Papers first thing in the morning at Breakfast.There are Resorts in Kerala nearer to water canals and these Resorts are an attraction to tourists and revenue earners for the state.Looking at the Dam Site and the maintenance of water canals it seems that the Govt of Tamil Nadu has now forgotten that their state once was the Rice Bowl of India.My Domestic workers and Driver never buy any Rice they grow their own Rice that is so very tasty. and clean without any sort of adulteration..
THE CANAL MAINTENANCE.
When a section of the canal needs to be sealed off so it can be drained for maintenance ( which are very frequently used ) the procedure consist of planks of wood placed across the canal to form a dam. They are generally placed in pre existing grooves in the canal bank. On more modern canals, "guard locks" or gates are sometimes placed to allow a section of canal to be quickly closed off, either for maintenance, or to prevent a major loss of water due to a canal breach. The canal that I am referring here are purely for agricultural purposes. These canals are not maintained and the water quality is so bad that you do not even feel like taking a cup full in your hand.

Any where in India drinking water is contaminated to all levels and degrees that can be calibrated or graded.Water quality standards are made but any water any where can be tested and it will have not met the prescribed standard by our Bureau Of Indian Standards.( BIS 10500 ).All Drinking Water Bottles sold contain the LOGO of BIS but who is going to test this water in a 5 star hotel.They charge Rs.50 per bottle but we are not sure it is as per BIS standards.Lory loads of Drinking water in 50 liter plastic re usable containers can be seen distributing these bottles in various apartment complexes.I see the water so precious being taken from open pond in my village and carried on the head balancing 2 big ss containers effortlessly by the village women folks.

AUDIT DAMS & FOOD GRAIN PRODUCTIONS.
We that is our govt publishes many audit reports and expose many scams and super scams but have you seen any audit of our Dams.If the total storage of water level is up to a dam height of X meters and water storage quantity is Y than what should be the out flow and inflow in to these dams and actual water that was used by farmers who owned Z acres of Land.Quantity of production by Z acres of land yearly and do we see any progress yearly.We only see that wheat grown in Punjab is exported to other countries on account of it being spoiled due to poor storage,wrong storage and open storage. We are not allowed to get 10 trucks of wheat directly from Punjab but it can rot in open.We miss manage even storage.Govt can just pack 1 Kg pack and sell in their Railway Stations and Army Canteens as also open shops in all there offices in India to sell 1 Kg pack of Wheat there will not be any shortage of storage problem but there will also be stability of prices.Even on trail basis I don't think our Cricket Fan Agriculture Minister can think or act to stop this rotten wheat problem every year.The growth of Agricultural production since 1960 shown below gives you to think what our Agriculture Minister is seeing Cricket or Statistics on Food Production.
Have you seen any audit of water the most precious free god given gift being audited.Rain Water Harvesting and Solar Energy are just fancy words.Keeping track of Food Production just see the table below how the variation.Will some body in FOOD MINISTRY SEE THIS ?. Was there no water to keep up the production at 25%.( I do not know on what basis the % figure is arrived at as it is not given by the source).

Vacant Lands are Garbage Dumping Grounds in Hosur.
Like any other place vacant lands are there in Hosur but Hosur is very different from the neighboring borders of Bangalore where the vacant lands has no water.In Hosur there are very big lakes which can irrigate thousands of acres of land but these beautiful sweet water lakes are left to rot with weeds and they are dumping grounds for plastic waste,building waste and all other wastes. These lakes are even allowed to grow weeds and its not cleaned on purpose as they are located on National High Way and politicians and land shark cartel are waiting to grab this area on some fancy false grounds and make it a green field for some Apartment complex or similar place listing it as useful for public.If these lake waters are allowed to flow excess water farmers can create their own reserve tanks to use it to grow tomato and beetroot the most favorable and favorite growing vegetables in the area even though many other types of vegetables are grown by these hard working farmers who manage their production with bare margin on account of lack of facilities to modernize their farming with new technology or even old technology like a tractor.They still use 100 year old method of tilling their land with Bullock Technology.

Why not .......
Tamil Nadu extend their canals and create more lands under rice cultivation through canal fed cultivation than rain fed cultivation.There is no way if even the existing canals are properly fed with water for cultivation.Just the other day as I was walking on the banks of the canal a farmer said the releasing of water in the canal is under dispute and all the farmers of the village of Pedhacollu had sent their petitions for early disposal of the petition and release water and they are waiting for the day of hearing and disposal by the authorities on 20th of July 2012.What sort of dispute the farmer was not knowing but he said that the Panchayat President had stopped and the farmers of the village had sent petitions. to the authorities.How can this happen is there no procedure to release and stop water.Is it the perogative of a Village Panchayt. This can happen in Tamil Nadu politics and not Punjab or West Bengal.
