Obama is a lawyer and intellectual with no idea how to control the military. He is the Commander in Chief, but is afraid of his generals. Bush was full of nothing but bad ideas, but he knew how to control his generals. As for the Psy-Ops, all I can say is that the army is a giant PR organization and it is horribly paranoid about its reputation. But it is completely ineffective at 21st-Century warfighting. It's basically a giant club of guys scratching each other's back, spending public money, and focusing on keeping the public in the dark about its incompetance. For example; ever since Wikileaks, the army has decided to not let any of its personnel doing official business save information to a removable disk of any kind. Now no work can get done in this attempt to stop the flow of negative press. Generals should start getting sacked and stop being promoted, we should withdraw all of our troops, and the army should be reformed.
