My personal belief is the individual should have his own, personal belief base that is between him and whatever he chooses to believe. It will be from that basis that he will make decisions - that may well have secular outcomes, but the individual doesn't need to be secular to govern. In my own belief scenario, I don't know how a secular person can find a root to base a decision upon. If one is totally secular - what is right, what is wrong? What are you using as your guide? What is the basis of that guide - and if it has any basis in religion, are you still secular?
