I think it refers to the government being under the control of the people instead of the people being under the control of the government. Our government was not designed to run the country and micro-manage the people. The leaders in our government forgot that they are not our bosses, we are theirs and they do not have the right to micro-manage anyone. The problem is that the government got so big that the people lost control of what was a great system with checks and balances. Now, due to the size of government, they are in our everyday lives with regulation after regulation and the leaders assume that they can do no wrong and we can not call them out on their mistakes or misdirection of the country. We the people are still the boss and we the people will once again reduce the size of the government to where the people have the full control and we will remind members of Congress and the Senate, as well as the Presidency that they can be replaced and they will be replaced if they do not do what "We the people" of the United States of America want and need. They do not get to decide that, we do! That is what "limited" is.
