Unfortunately, the Dep of Ag is a panel of politicians, not farmers. I'm not saying this as a put-down, but a reality. I know that they do hire consultants, and there are men and women who earnestly want to enact laws that contribute to the greater good... but the fact is that Agriculture is such a broad spectrum industry, that they often end up putting bills through that do the exact opposite of their intention, because they operate under wrong assumptions. Farmers and Agricultural professionals who actively fight for their rights and interests have often turned this around, and I applaud them for it. There are simply not enough of you.
