Do you think it is fair that insurance required by law has credit based premiums?

By law persons with a registered vehicle must have motor vehicle insurance. Home owners financing a home are also required to have home owners insurance. If the State or Federal Government puts Laws into effect requiring all motor vehicle owners, homeowners, and business owners to have insurance coverage, insurance companies should not be able to base premiums on a persons credit score. Basing premiums on a credit score in addition to driving records and claims history is legal price gouging. This is the reason many people with poor people cannot afford to carry insurance.
