The "War on Drugs" strategy has been a big part of its failure. Prison time for users as well as traffickers hasn't worked: users come out of prison with their habits intact and when one trafficker goes to jail another is there to fill his shoes. In order to diminish trafficking you have to reduce its profitability. Reducing the number of users through treatment programs is one approach. Another is decriminalization, which makes illicit sales irrelevant. Needless to say, these are controversial ideas.
