Why wasn't our reduction in nuclear bombs used as a leveraging tool to get another nation, perhaps Russia, to reduce their numbers. Wouldn't that have been a win-win situation?
I suspect they will follow suit even without pressure. They have less economic capacity to maintain their stockpile/deterrent posture than we do. Who knows, maybe not pressuring them will work better since they won't have to appear weak.
To the contrary, Russia now has new mobile nuclear missiles deployed in Cuba since May 11, 2012. Reminds me of 1962!
In today's world, I don't think nukes in Cuba would really matter. Mutually assured destruction is more than guaranteed. Cuba nukes wouldn't alter that.
