It's actually already paid for itself the foreign aid as we have been granted mineral rights to several zones in Egypt in favor of other countries because we sent money. It's business.
If by stable you mean with no public support violently repressing though torture and murder the people trying to change it then sure. It's far more profitable to attempt to prevent a war and to ensure trade rights than the cost of the aid.
Those were some repressive regimes, true. But violence begets more violence as we're seeing right now with so many factions vying for power. Guess Gandhi has left the building and maybe we should too.
