Why make it so arbitrary. I've known some senior citizens who were not running on all cylinders. Age is no guarantee. And I've known some very wise pre-teens.
Most citizens are ignorant of the important issues. And the Corporate Party news media is no help; they have a corporate agenda that is decidedly bad news for the individual citizen.
If you look at the following 2 videos, you'll see that voting and Roberts Rules of Order are now dead in our presidential conventions for both halves of the Corporate Party. (I've included the original station links along with YouTube links.)
The focus should be on the desired end result -- an informed electorate whose votes actually count. All those hacked Diebold voting machines don't help us achieve this goal.
The fact that Americans have let us slip into tyranny should show us that most of the adult voters are pretty clueless, too.
Since 9/11, it is now possible for your house to be entered without your knowledge and the authorities will never tell you. It's possible for you to be detained indefinitely by the military and you no longer have a right to an attorney, official charges, a trial or a phone call. It's now possible for you to be assassinated "legally" by the president, if he so desires. And you can be locked up for a decade for the felony of protesting what the government is doing. When we give up liberty for security, we deserve neither -- Ben Franklin was right.
Wake up! Educate others and create the ideal. Don't fight against the machine. Like the Wars on Drugs and Terrorism, you'll only create more. Acknowledge the evil and dismiss it while you focus on creating a better way.
Lead by example.
