How can states like Oklahoma and many others fight against Obamacare?

The powers that be say the states do not have the money to be a party to the health plan, or at least parts of the health plan. They do not believe that you can force people to buy insurance. They also say that they do not have money to expand Medicaid. Matching funds won't help them.
