I discovered by accident that there was a President who was considered as the most racist. Based on what I have read, one of his close buddies may have been Earl Butz.

I agree about both Jackson and Wilson. However, I'm not sure you can call every president before 1865 racist based solely on the failure of those administrations to outlaw slavery. The president doesn't get a vote in Congress and doesn't make laws.
I wasn't calling them racist based on their not abolishing slavery. Many of them owned slaves and treated blacks (and others) as inferior.
