Well, much of the governments of today have been influenced by past empires. The USA is a good example of this: Roman Law, Anglo Saxon Law, etc... I'd probably say that even though we have a lot of problems in our country today, we have the best overall government. Even going back hundreds of years ago, the USA was cutting edge on human rights in contrast to other European countries. Rousseau (paraphrasing him), said that the English were the freest people on earth, but with a lousy form of government. I think the English knew this when they decided to form our country in 1776, hence ommiting the monarchy system which they felt to be a hindrance in building a good government.
