Both. If some of the leadership traits are genetic, then I'd say some people are born with personalities that make them good leaders - outgoing, intelligent, brave, etc. Yet I think even shy people with little education can be taught how to become effective leaders.

I agree with sheilamyers. The answer is both!
Some people are just born with leadership ability and they are quick to seize the leadership role in any group they join. However many of the best leaders the world has known have been have often been thrust into leadership roles by unforeseen circumstances.
Leaders learn to be leaders. Every child is born with no information. They have to learn to speak, walk, and to eat. Everything is step by step. Nobody has an automatic download for leadership. Just like no one is a born scientist. Everything is learned from books or others.
