It depends on the time period. Political systems today are designed to tether nations. In all but two or three cases, absolute monarchies have been superseded by commercial republics today. The governments of the weaker republics are meant to act as thugs or watchdogs for the stronger republics. Stronger republics trade among each other and exploit people and resources of the weaker republics more liberally. Naturally a side effect of this is that it creates disparity between the people living in weaker republics and their own governments. As uprisings occur, the governments of stronger republics work assiduously to mask or "shape the narrative" of what is occurring in these uprisings to prevent sympathy and protests in their own countries.
