Is Immigration a Partisan Issue?

On February 17, 2015, it was announced that a judge in Texas has issued an injunction against moving forward with federal efforts to legalize young immigrants. A majority of States are suing against this action. In a government system where Senators represent and vote for the position of their States, it is difficult to understand how a law got passed that a majority of States object to. Is this a result of prior Senatorial partisanship, the result of an executive branch exceeding their authority, or what?
