   Do you think that customers service for American companies should be able to speak and understand English well?

   It does not bother me. With all the complaining that we as Americans do, many other countries are in a state of tremendous distress. We have the Statue of Liberty that says to give us "your poor, your tired, your huddle masses to be free."
   
   Granted, the whole world cannot live in the U.S., but we have a large number of people who understand their native language better than English, even if they are nationalized citizens. Considering all the money government waste and the excesses of big businesses, hiring some interpreters seems like a good investment in our future.

      It only bothers me, because when I need to resolve an issue or find out information and I cannot understand or be understood it makes moretime spent on the phone,and after waiting on hold for hour and half,I just want to get it done quickly and easil

   Do you have no ex-pats or visiting foreigners in the USA?  I lived for three years in France and struggled with "customer service" there where nobody, at that time, would admit to speaking English.
   
   Bear in mind that a) it's much harder to understand a foreign language on the telephone when you lack visual cues, and b) fairly often that language can be somewhat technical or specialised.
   
   I was fortunate that my French was reasonably good.  I used to take our cars in for servicing.  One day an American was there and struggling with a service report.  I was called over to help her.  I bet she would have loved a "Press 2 for English" telephone service.

      I know most countries require you to.learn the language to be there,I do not mind an accent  but I do have frustrations when it is too incomprehensible

      Many  from foreign countries have an understanding of English, but are more comfortable in their native language.  Mostly, it is the government agencies.. Service is offer for the deaf who can type their message so it can be read to a hearing person.
