Could that 'hot topic' be a bell weather indicator be for something larger. Maybe it is something larger to begin with. For example is that 'hot topic' which sale is best at the different grocery stores? Does that point out purchasing trends? Maybe it is a local issue in the community like the new drought regulations in California or fixing the streets. Both point toward infrastructure challenges.

Politics in my neighborhood are kinda' taboo as the lines are drawn. I live in a mobile home park. There are retirees and young families. Different concerns it seems. So, that 'Hot Topic' changes from neighbor to neighbor quickly ;-)
Neighborhood 'Hot Topics' differ from here to there and they change too don't they. I live in a mobile home park. The 'Hot Topic' are the kids riding their skateboards in the street. Mainly late evening and the noise ;-)
