I think it happens when you apply for for driver's license for the first time or move from one state to another and have to show certified birth certificate or have another photo ID. At least that's how it is in Arizona.
I don't know how it is in AZ because I always get a mail in ballot. But I think can show photo ID or the voter registration that has no photo on it. Not sure. I rather vote at home, helluva lot more convenient.
Are you for against validating eligible voters?
I don't know how you inferred from my answer that I'm against Voter ID. I was talking about Photo ID to vote and I believe in validating who you are. I'm just saying I'm unsure the voter ID registration card is valid in AZ. Different in every state.

I looked at the AZ voting, and it dn appear to be mandatory. I agree that the general election should require uniformity across the states for voter ID. Truly a fed issue.
