Why are paratroopers part of army rather then air force, while marine is part of navy?

The marine corp is an independent force, extended out of the navy, as a result, having a sea to land ground combat design. Paratroopers come down from the sky, as airborne unit, they are an air to land ground combat unit. I would have assume, the paratroopers to be an independent force that extend from the air force, because of that, just like how the marine is an independent force that came out as an extension of the navy due its nature. But instead, paratroopers is a part of the army. Why do you think that is the case?
