No. Police shooting rates are similar across the nation, more whites get killed than blacks by police.
Blacks see police as a threat in part because they have more interactions with police.
That's not racism, per se, but because children born to illegitimate mothers are 3x more likely to get arrested, get held back, become addicts and 75% of black kids are illegitimate versus 25% for whites. When your community has three times as much crime, you get three times as many police encounters.
The same issue is seen in the poor rural areas dominated by whites, but that doesn't hit the news the way "black man shot by cops, don't talk about circumstances like him threatening people, just play over and over again because RATINGS!"
Black leaders are also perpetrating the siege mentality to prevent assimilation into broader culture. Keep the tribe afraid, and they'll follow you for safety and you maintain power.
Black Lives Matter seizes the "we're under attack" narrative to demand creation of police free enclaves, no-go zones for only their people akin to the Muslim dominated enclaves in the EU. Then they gain total control over the area, to extort, rob and maim as they choose.
They are racist, calling for segregation - though saying only black cops and teachers should be in the black community opens up high status and high power jobs to them.
