How important is it that the USA have solid, positive relationships with North/Central/South America?

As we put additional pressure on the Mexican Government, we encourage increasingly desperate illegal immigration across our southern border. While President Obama cracked open the door for a changed relationship to Cuba, We find some Caribbean, Central, and South American countries in turmoil. Yes, China and Russia, and North Korea are still far away and dealing with their own problems. Aren't we tolerating a political and economic stew they will be stirring even more vigorously than they already do? Can our world be "safe for democracy" if our own neighborhood is not?
