According to US History only when there is a foreign threat to the US as that transcends the divergent political ideologies of the parties. A foreign threat that can take down the country will take down the parties as well.
And since the 2016, even foreign threats on national security have failed to have both parties work for the common good of the country.
Therefore the only way for the parties to act for the common good will happen only with the disbanding of the loyal party voters. The two major parties of the dems and repub have a 180 degree divergent political ideology on how to run the country.
The voters can change that by not registering for either of those parties. This way the party will not be able to count on their vote, and they will be forced to change to the will of the voter. Sadly, the will of the loyal party voter is sheepish and looks at the party as a shepherd.
Like a magic trick of pick any card, you will always pick the one the magician wants you to pick. The party gives you that same trick when they offer their candidates to the voters of their party.
That is why most of the major elections are the lesser of two evils.
Another problem is reelecting under party loyalty politicians that have clearly failed the people and the country.
This is like the classic hometown sports team, where win or lose keep them supporting the team. Unfortunately, there is only on team in the US and that is called Congress. When one party in congress fails, Congress fails. And the search for the guilty will not change the loss to a win.

No change until the voters change. Right now it is the tail wagging the dog, the dog has to wag its own tail. Hasn't happened since the parties were created.
