The USA has dispraised Mexico's help for Irma’s victims. Does this act represent discrimination?


Mexico sent an apology letter to the USA, in where he justifies the reasons of why he would not be able to lead any help to Irma’s victims. It was mention that the unfortunately current events happened in Mexico make him incapable of sending the help that was promised. However, USA answered that despite the good intentions of the Mexican people, USA did not need any help of his southern neighbor. Most of the Mexican people interpret this answer as an act of discrimination, what do you think about?
