Will unemployment benefits be denied if I refuse an offer that could be suitable but 62% less pay?

I was employed at a company as a staffing specialist. I was on a medical leave for 4 months and when I was ready to return, I was informed that my position had been back-filled since I'd been on an extended medical leave and basically my position had been eliminated. I filed for unemployment benefits the next day. Today I received a letter from my employer that they have a temporary front desk position paying $9.50/hour but there is a possibility that the position could turn into a permanent position. BTW, I performed this position when I first started and was paid $11.50/hour.
