So, what are the government buying with the revenues from the London congestion charge then?

I can understand why they want to reduce congestion, but I'd be much happier paying the charge if I knew where the money was going. Is it going into green projects? Is it going into cycle lanes? Is it going into safety projects? Or is it, like most taxes, dissapearing into the chasm of rhetoric that we call the treasury? Revenue from environmental taxes should be spent on environmental projects! But are they? At least this process should be more transparent I think. Estimated revenue is £130million per year. I work in London and I'm not seeing that level of change.
