We all want our soldiers to be able to come home and that, would at the same time decrease spending. At the same time, how safe do you feel if most of our soldiers are home? There's a lot that we don't know that goes on "behind the scenes". There's no right or wrong answer.
Decrease to Zero. The war on terrorism is like having a war on war - an inherent contradiction.
Maybe we should declare peace on terrorism!

Decrease to its maximum. The people need the money not our so-called war on terrorism. The only terror existing is the one we bring to the countries we are invading.

Fat lot of help all that spending was to them. We spend trillions and they still get attacked.
This should clue you in that the egregious spending going towards the War on Terror is doing absolutely nothing.

But... we owe it to our servicemen and women not to bring them home with
no jobs or retraining to get jobs here in the US.
It's been brought to our shores now. We obviously need it both overseas and here.
Decrease spending by taking away the salary of the terrorists like the Fort Hood killer, taking away useless Joe Biden's salary, and Obama's!, and actually hire people who will bring up the known ways to cut spending over-all while increasing funds to the war on terror.
Which would people rather have-------better ways to stop people like the Boston bombers, or access to $1000 dinners where Obama campaigns for his own agenda?

I would say the trick is to combat emotion with facts. However, facts are quite
suspect and the source questioned and discounted by those who have already

President Obama, ineffect, wisely called off the "war on terror" recently. "Wars on" and "zero tolerance" policies frequently lead to brain fade and narrow focus on remedies that usually don't work.
Terrorism? About 50 Americans have died on average every year due to terrorists. However, more than 400,000 die every single year due to smoking. You want to increase war spending? Declare war on the tobacco industry. More than 400,000 Americans die every single year due to heart related disease. You want to increase spending? Increase spending in medical research. This "fear factor" needs to disappear from American culture and policy. It does nothing but artificially engineer terror, misery, violence and hatred.
