In the bible: Did Ruth propose to Boaz?

What are some reasons why a woman in a (long-term relationship) who wants to get married would rather sit silently in frustration waiting for a marriage proposal than to make one? Is it fear of rejection or the need for a fairytale proposal? Why should it matter who proposed to whom especially if one gets what they want in the end? Is it okay for a woman to be proactive when it comes to marriage proposals? At least it saves time and one knows where they stand. By the way an "ultimatum" is not a proposal! :)
