No offense but dating for 15 years doesn't make sense you both could take decision in 3-5 years . But to answer your question i will say time has changed the thinking of your partner its natural but you can talk to him and remind him all the good memories and time you have spent with him.
It depends on why he says no...some people just don't believe in marriage, and will live out their days in a cohabiting relationship without ever signing the papers. If he just plain doesn't want to make a commitment, or is having second thoughts, then there's a problem.
