The Gift Of Discerning
The explanation you seek is in I Corinthians Chapter 12. It says:
12-1 NOW concerning spiritual gifts, bretheren, I would not have you ignorant.
12-2 Ye know that ye were Gentiles, carried away unto these dumb idols, even as ye were led.
12-3 Wherefore I give you to understand, that no man speaking by the Spirit of God calleth Jesus accursed: and that no man can say that Jesus is the Lord, but by the Holy Ghost.
12-4 Now there are diversities of gifts, but the same Spirit.
12-5 And there are diversities of administrations, but the same Lord.
12-6 And there are diversities of operations, but it is the same God which worketh all in all.
12-7 But the manifestation of the Spirit is given to every man to profit withal.
12-8 For to one is given by the Spirit the word of wisdom; to another the word of knowledge by the same Spirit;
12-9 To another faith by the same Spirit; to another the gifts of healing by the same Spirit;
12-10 To another the working of miracles; to another prophecy; to another discerning of spirits; to another divers kinds of tongues; to another the interpretation of tongues:
12-11 But all these worketh that one and the selfsame Spirit, dividing to every man severally as he will.
12-12 For as the body is one, and hath many members, and all the members of that one body, being many, are one body: so also is Christ.
I've lived with the gift of discerning since I was a child. I experience angelic and demonic spirits all the time, yet I read my Bible every night.
I would like to warn you that any earthly tool, such as tarot cards/ouija boards/crystals, will only invite Satan to pervert and confuse your gift. I use none of these things. I allow the Spirit of God and the spirit of truth to guide my discernment ALWAYS.
Samuel Speaks About Familiars & Wizardry
The Bible does speak against the use of wizards and people with familiar spirits.
In I Samuel 28, Saul sins against the Lord by seeking the counsel of "a woman that hath a familiar spirit in En'-dor."
It says that "Saul perceived it was Samuel" even though "the Lord answered him not, neither by dreams, nor bu U'-rim, nor by prophets."
Samuel was a prophet, so the spirit that was conjured WAS NOT Samuel... and many Bible scholars agree with me on that.
"And the woman said unto Saul, I saw gods ascending out of the earth."
The spirit did not say it was Samuel. "...she said, An old man cometh up; and he is covered with a mantle. And Saul *perceived * it was Samuel..."

The rule I use in any situation where my discerning comes into play is, if you go looking for trouble, you'll find it.
I don't seek the spirits out ever.
I don't believe in ghosts and I've never encountered a human spirit. I've only ever seen children of God or children of the devil.
