Are you talking about leagally in india? I don't think so, but a number of people do it.
It's interesting. In Christianity we are taught that God is going to give us all new names.
I think most probably in Islam, Judaism and Christianity it's a tradition to name their children in some way that reveres God.
I imagine some religions require you to change your name.
