Very cleverly phrased question and I have no doubt at all that the latter is true.
It takes imagination and effort to make wealth, at any level, from waste and a few people have done that with extreme success.
But, anyone can make waste with no effort and no imagination whatsoever.
Just look at the big corporations and most everyday businesses, they create waste every day and sometimes, that waste becomes pollution.
I am sure that each one of us makes waste every day (and most of us are wealthy beyond imagination when compared to the most poor on our planet) and barely gives the waste we create a moment's thought.
It seems to me that the number of people who make wealth from waste are outnumbered on a ridiculously massive scale by those who make waste from wealth.
