It is wrong to believe that every act of human beings is directed by God, as long as we feel God as a separate entity from us. We do most of our acts prompted by our ego. Self will exists as long as ego exists. Great spiritual masters emphasize that ego is our own creation and not God's. We have God's presence within us in the form of conscience. If we intend to do an act of adharma, then conscience definitely warns us. But we silence it and then do as we please. Naturally, we ignore God's voice and hence face the consequences of it.
Only God realized souls know by experience that everything happens by God's will only. For them there is no self-will. Ramakrishna Paramahamsa says such realized souls cannot do any act of adharma. He says such a realized soul is like an experienced dancer. An experienced dancer will not make erroneous steps while dancing.
It is not so for ordinary mortals like us.
