No. The question that this question suggests be answered isn't "Can it?" but "Why would it?" The universe is indifferent, and therefore there would have to be an explanation as to why an amoral, religiously silent cosmos naturally selected organisms who happened to develop religious ideologies that contradicted that amorality. A classic retort would be that it isn't in the realm of science to answer "Why?" or for what purpose, but that still doesn't answer your question.
As @Tamara Wilhite has already said, if the the universe began without morals, they at some point they had to of "appeared." If that is the case, morality is relative, and relative morality is meaningless.
