Once you have an account here at hubpages.com and log in, you should find a link that says "start a new hub". Click on that and fill in the blanks, including typing in the novena.
I was able to post my first hub without being rejected for errors, so am not aware of any limitations as to the minimum length of the hub. I would imagine there would be such a thing.
