No the World Cup tournament itself is not rigged in the cheating sense but the group stages are put together to ensure that the best teams get through to the knockout stage, which is the norm for any major tournament.
The World Cup is THE most democratic tournament believe it or not - smaller countries get the chance to compete with the elites on a level playing field - very rare!
Costa Rica have already played well above their normal standards, beating both Uruguay and Italy. Only in football do you witness this phenomenon. Iran and Algeria have shown great spirit...watching Iran play on the world stage is great. Bosnia Herzegovena also get the chance to make their respective countries proud.
There may be corruption in FIFA itself and I'd be the first to support an investigation into how it chooses the host country.
