Has to be soldiers, especially when in a theartre of war. I worked as a police officer for the United Nations Department of Peackeeping Operations in East Timor and I can honestly say, the soldiers had a hard job compared to that of the police officer. When it really hits the fan in that type of environment, police will retreat and make way for the soldier. For every day comparison, still soldiers when you take into account fitness, live firing, marching, drills etc. Police is 95 percent boredom, 5 percent excitement.
