not if the sea salt spray has any additives like perfumes or dyes. You could do more harm than good. It sounds like your body is rejecting the piercing. If it's not a new piercing, change to a better quality jewelry quickly.
If your piercing is new, use non-iodized sea salt. Take 1/4 teaspoon of non-iodized sea salt into 8 ounces of warm distilled or bottled water and put the dissolved salt mixture in a small clean cup and put it over your belly ring. Be sure to rinse afterwards. Don't use more than a 1/4 teaspoon of salt-more won't help.
New piercings do ooze, but if it's green puss, it is infected. Not sure about the tilting, that may be from several different things. Keep a loose gauze pad taped over it for a few days, this will help keep it clean.
