      The toughest part is getting high quality incoming links. Unless your site is an authority site, you have to buy one from Yahoo Directory, and other non-directory web sites that are not generally known to be selling links (you need to work with an SEO specialist to find them, who will charge a big upsell for identifying the sites). Getting a DMOZ listing is very valuable, but it is almost impossible due to staffing shortages there. BestoftheWeb and JoeAnt are good pay-based directories that will get you Google recognized backlinks; they cost a lot less than Yahoo Directory, but have lower PR, so are not as valuable for SERP purposes. The free-based directories are pretty worthless; Google ignores them.
