Doesn't make a difference, really - although i'd reccomend you deleted the Belkin stuff? Because of possible Internal IP conflicts with the two routers.

you should uninstall the Belkin router, then reboot the computer. Download and install CCleaner (free), to clean up the register and select "do not back up the register". only then you install the new Linksys router E 1000
Not necessary to remove all the softwares. You can simply run the CD for Linksys E1000 router and install it. Thats it.
