On 'Web Answers' why are answers hardly ever awarded?

I am referring to webanswers.com. I've noticed that questions are opened for over a year in some cases. Is it because the question poster will get a higher earning if they don't award an answer?

Ive noticed some are casual users, others have asked hundreds of questions but have still not awarded any.. Just strange I thought.

I agree. the problem with having people answer 50 questions upfront means that quality answers are diminished.
